UK Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a new study of municipal councils, English councils are preparing to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and open spaces to support their budgets, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and utilising financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England announced its property management strategy included the sale of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Financial Pressures

The survey of councils in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to raise council taxes next spring to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” stated a council leader.

He continued: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities recently also found local finances being strained by the growing number of young people and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data highlights the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and need,” said a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the last year, the survey found.
